CDSB seeks independent impact assessment

CDSB is looking for a project impact analysis consultant and invites a call for quotes from suitable consultants.

CDSB has recently started a 4-year project that builds on the existing CDSB Framework, focusing on natural capital in Europe. The project aims to create the enabling conditions to accelerate high-quality, decision-useful climate change and natural capital information to be integrated into mainstream reporting. Advancing and aligning the global mainstream corporate reporting model to equate natural capital with financial capital enables companies to provide investors with decision-useful natural capital information through the mainstream corporate report. This in turn helps enhance the efficient allocation of capital to more sustainable and resilient socio-economic and environmental systems.

CDSB is looking for a project impact analysis consultant to provide a baseline study and consequently a systematic and objective assessment of its work in Europe.

About the project:

The proposed project has scheduled an external initial, mid-term and final evaluation, with the purpose of providing a systematic and objective assessment of the project’s achievements against objectives at the beginning, mid-point and during the closing phase of the project:

  • A baseline evaluation will be carried out during the first quarter of the project, with the aim to finalise the KPI Table.  
  • At mid-point, the focus will be on critically assessing the project’s theory of change, impact pathways as well as underlying assumptions in order to ensure that any critical lessons, resulting potentially in a revised logical hierarchy and KPIs, are promptly integrated into the project theory of action and thus strengthen the project’s contribution to impacts. 
  • The final evaluation will aim to understand what has been achieved and to justify funding, identify strengths and weaknesses, ascertain cost effectiveness, generate knowledge and share lessons, and influence policies and sectoral priorities.

Purpose of the project:

The purpose of this assignment is to work with CDSB to evaluate the project impact throughout the duration of the project to collect, manage, analyse and use data to inform operational and strategic management decision-making in future actions, and to uphold accountability. It is expected that the project will impact on all 28 EU Member States.

CDSB will also commission a socio-economic impact analysis as part of the final evaluation to ensure that there is an external, independent overview of the overall objective of the proposal as well as likely impacts for all participants in society, including Climate-related impacts, Policy-related impacts, Behaviour Change impacts and Replication impacts.
